I listened for a while that day. During that time, it seemed to me he was striving to understand whether the official POTUS policy was to have "only 3 rounds" in the gun. He was not talking 3-round auto burst.
He was making it sound like all the troops were carrying was "3 rounds" IN their carbines. That was a day the local station switched on the hour to some ball game frenzy, so I don't know what the final outcome was of his '3-round' theory.
