model 13-4

Hello everyone, I recently acquired a revolver that I have wanted for a long time, a model 13-4. I have a few questions about it. I have already been able to determine its date of manufacture at 1994. I wonder if these are good years for this revolver and how to qualify the coating that I would call phosphating. It does not look like bead blast
blue. And is it possible to know if this revolver comes from the civilian market or does it have a past in law enforcement. Serial number BRY32.. thank you.

Phosphate/Parkerizing was not a standard finish for the Model 13, standard finishes were blue or nickel plate. My guess is that this one was a blued revolver that ended up with a very worn finish, possibly some rust, and the previous owner had it phosphated as that is a low cost, durable finish.

I had a very finish worn model 10-6 bead blasted and blued. Looks like a model 28 finish now. Looks great to me. I also have a parkerized 10-5.
