Model 17-3 question

Here I am again asking another question about a Model 17-3 I spotted in my LGS for sale. It's LNIB with the original owners manual and tools. Previous owners, 2 I think, wrote down rounds fired for a total of 78. The original price tag is on the inside of the lid for $98 from a place somewhere called Bennett's Store.
There is a sheet of paper in the box with a + sign drawn in the middle surrounded by 12 bullet holes. I laughed like hell when I saw that the original owner wrote the date, sometime in August 1969, 12 rounds fired from 15-25 yards, and I quote "Just came from eye doctor, eyes dilated, can't see worth sh**".

Anyway, here's the question I have about the label on the box....in the Special Features box is the number "13138". What is the significance of the number?

Not a factory mark. Retailers often wrote what was probably an inventory control number in that location. My best guess is that is what this is, but I doubt anyone can tell you for certain.
