There are several threads on both of these guns and a google search will also provide a lot of data. I could list the info here but it would be redundant. Both of the guns are built on a modified Model 39 or 39-2 frame. The one on the left is a DEVEL modified by Charles Kelsey and the one on the right is an ASP modified by Paris Theodore. Both are well made and still sought after though the DEVEL will normally bring a higher price. A third gun similar to these two is the Mini Scorpion by Lin "trapper" Alexiou. All of them were first introduced in the early 70's.
 
It seems like I remember hearing that at least one or two other custom gunsmiths built them as well. They were a hot item for a while there, but not all that many of any one type were ever made.

PS to Add: In the back of my very old amphibian brain I seem to have a vision of one of these being built by Austin Behlert. He was better known for other things, but he seems to have dabbled in a variety of things.
Also, wasn't a feature of the ASP the so-called "guttersnipe" sight groove milled into the top of the slide? There was lots of discussion both pro and con about that feature.

Hot, Cool Kids/Gun Rags, number in the mid-80s; IIRC cost of a 39 plus about $1100..... which led to S&W introducing the 3913/3914s.

The ASP sight was interesting but most folks seemed to dislike it!
