I have a Smith&Wesson 38 special Model 64-1 but it doesn’t have a police issue stamp on it was some made that wasn’t for police or DMV issue? It is in very good condition the serial # starts with D1211xx

Overall more S&W revolvers went to the civilian market than police. Yes the 64 series was very common with police back in its heyday
Back in those days it was not uncommon for individual officers to have to purchase a service gun that remained personal property rather than being issued by the agency.
And probably more agencies did not mark issued revolvers than did
