Mosin Nagant bolt refinishing/polishing

I recently got a Mosin Nagant for $65. Pretty sweet deal, even for a cheap surplus gun. Anyways, since I now own 4 mosins, I figured I'd use this $65 gun to refinish and work on.

The bolt is in rough shape. There are machine marks and dings all over it. I've tried to sand most of it out, and polish it to a near mirror finish, but I just don't have the tools or space to do it.

Does anyone know of a decent metal refinishing shop in the northern florida area? I'd like to send the bolt off to be polished.

Before you do that is the rifle complete? You may be about to polish value out of a collectible.

The rifle is complete, but no serials match. It's a 91/30 and really has no value. I'm not too concerned about it's value either, since I bought it to be a project gun.
