I would suggest the following:
1). start something called enhanced concealed carry, where the applicant must pass psychology test, shooting test and background check (such as feedback from colleagues)
2). These guys get enhanced CCW permit, and work with local law enforcement, maybe issuing them a different type of permit so these guys can identify themselves during a gun fight in a mall, school etc. Basically when you get "arrested", you produce your card and identify yourself. Or if you are in a small room, when the police come, you immediately drop your weapon and throw the permit toward them so they know NOT to shoot you!
3). I think school should work with local volunteers (retired LEO, retired army/navy servicemen/women), these guys can come to school in plain clothes with enhanced concealed carry weapon. Also in the event of gun fight, he/she should notify 911 (if possible) that there is good guy here fighter the criminal(s)
4). School can also have their employees apply for enhanced conceal carry on a volunteer basis, someone like hickok45 (check youtube) will be a good one.
5). When school have their employees or local volunteers onsite with guns, and ONLY then, school can put a sign says:"No concealed carry, no open carry on premise", this basically tells the public that the school does have people with enhanced CCW permit onsite, so no need for regular folks to bring weapons.
There will be a lot of loops to go through, maybe teacher union does not allow this, blahblah? but I think as long as highly trained professionals are onsite, there is no need for an average CCW guy to carry weapon, because in the event of cross file with a thug, the good guy can get killed, so limiting enhanced CCW to only highly qualified guys would be sufficient. I hope NRA will take this advice and work with professionals and law enforcement to draft a plan and explain to the Americans.
One last suggestion: stop advocating bring guns to work place and prevent employers from imposing their own rules regarding firearm, it makes us look bad in the eye of the general public. An employer should decide whether to allow weapon on premise, not someone else! If you don't like working here, you can quit/leave!

Additionally, places such as malls, hospitals could also have their own security personnel (1-5, in plain clothes) with enhanced CCW permit. Once they have this, they put a sign saying:" no CCW weapon allowed here". The last thing I want to see is 10 good guys shoot the criminal, yet they are taken as the bad guy and get killed by SWAT team or onsite security.
