Provided the action is in the condition you describe - & the cylinders & bore are OK, I wouldn't say you got skinned. Not too bad, anyway.
That said, bluing wear is one thing, but corrosion is something else again entirely. If not stopped, it will continue to get worse.
Personally, I look into killing the rust chemically (ospho), polishing the remaining pitting out - as much as possible, & having a nice matte blue done.
Oh yeah, smooth combat trigger fitted while you are at it.
If you do some of the work yourself, you could probably save some $$. Find a gun smith that will work w/ you.
You'd end up w/ a great "working" grade N frame - that you would never want to turn loose of!
