NJ and NY ammo requirements.

Can someone here explain to me the thought process behind New Jersey and New York prohibiting the public and off duty LEOs not being able to carry hollow point ammo? I would have thought that someone would be able to have explained to them that with hollow point ammo you tend to not have over penetration. With FMJ you could and that would be dangerous.

I was looking at the HR 218 and found out that you still have to follow NJ and NY's policy on no hollow point ammo. Talked about this with a coworker who came from LAPD. Said he had a friend/fellow LEO that got jammed for that in NY.

When are some groups gonna figure out that it is not the ammo or the gun that is the problem?!

I did not know NY had that same provision, but as I recall, 18 USC 926 was amended to include any form of ammo to be lawful, the State regs be damned. In fact, I think I saw a report here that NJ ended up on the wrong end of a federal court action over that.

There are a lot of places that are going out of their way to do improper things based on feelings; CA/OR/WA are really bad and although they keep losing, they keep trying.

Got to admit I have never seen anything about HP ammo in NYS.

I realize that a lot of new laws on the subject and am waiting for my updated copy of NYS Firearms and Weapons laws to arrive.

A quick search did nor show me anything about that HP issue The amount of ammo in a magazine yes but nothing about what kind of ammo.

I don't believe that NY has the same prohibition as NJ as far as hollow point ammunition is concerned.

Hi, retired LEO and current private firearms instructor here.

I can definitively say that as messed up as the Empire State is currently under the reigns of Gubnor Kathy, there is NO prohibition against the possession of Hollow Point ammunition by either off duty/retired LEOs and more importantly legally armed civilians.

Needless to say, that can change in a moment’s notice (or more likely no notice at all…)

One might be able to trace this back to the Clinton era when he proposed a federal ban on hollow point ammo.

Back when I was on the street, the thought for using HP was to prevent over penetration and minimize ricochets. Somehow, someone is an administration long ago labeled hollow points as extreme killer bullets and cop killer bullets that had no place in society.

Never want to confuse folks with facts, like most of the better target match bullets are hollow points or that hollow points do not over penetrate and in fact would be safer shooting into a vest since they will flatten faster.

Some areas are just slower learners - then we have the backdoor gun control aspects which are beyond this conversation.

I have not heard this story. In fact, I heard just the opposite.

What I DID hear was another one of those "they don't know what they are talking about" stories.

It seems that the Leticia James (NY Attorney General) has gotten together with the AGs from a whole bunch of other states to pass regulations that the US Govt. contractors cannot sell ammo to civilians. Your know, the solid projectile types (FMJ) approved by the Geneva Convention.

By that I take it that it is still legal to sell expanding hunting ammo that would certainly inflict a lot more damage.

I would assume that Hornady Critical Defense would not be classified as a Hollow Point & would likely (if legal) be a good Choice

(e) As used in this section - (1) the term "firearm" - (A) except as provided in this paragraph, has the same meaning as in section
921 of this title; (B) includes ammunition not expressly prohibited by Federal law or subject to the provisions of the National
Firearms Act

Didn't this BS start with "Black Talon" ammo? Way back they paraded the "expansion pics" by the manufacturer to get them "banned." I don't remember any more of that drama. Joe

Some say that ER doctors started complaining that HP ammo was creating bigger wounds and that the expanded and embedded bullets caused issues during removal. Well...yeah, that's sorta/kinda what HP ammo is supposed to do. Anti-gun DAs jumped on this and it was off to the races. If you used FMJ and got a thru and thru, those same DAs would cry that you used a gun "that was too powerful, and you were trying to kill them". They want it both ways and ignorant juries often let them.

Until education on use of force and self-defense improves (you get MAYBE 2 hours of it in most law schools) and Bar regulators still disbarring idiots who do this, it will continue to be a problem.
