Gryff, may I ask what may be a stupid question? Does California gun law allow a waiver on the DOJ approved list if you are coming into the state only for a competition? I can't imagine the firearms used by out-of-state shooters all just happen to be on the list.

I'm not a competitor (I don't shoot anywhere near well enough) but my brother lives about 10-15 minutes from SLOSA. When I visit him I've made sure the only firearm(s) I bring are on the list. But that limits me to semi-autos, as none of my revolvers are listed. I'd like to bring one or two wheelguns with me next time if it's not illegal for a visitor to bring one into the state who is not going to a sanctioned competition.

I tried navigating through the DOJ website for clarification but if it's there I didn't find it.

Thanks in advance for your time.

There are no stupid questions. Just stupid gun laws.

To answer your question, the "Safe Handgun Roster" only applies to the buying of a handgun from a California gun dealer (although that includes out-of-state purchases that have to be shipped in and processed through an FFL here).

It does not apply in any way to:
- Visiting with a handgun
- Moving here with your guns
- California residents who are doing a Person-to-Person transfer inside the state

The California laws that Free State folks have to worry about are:
- Standard capacity magazines - you cannot bring in any mag that holds more than 10 rounds (even if only visiting temporarily)
- Any handgun that has "assault weapon" features like a threaded barrel, magazine well outside the pistol grip, or shotgun-chambered handguns (i.e. Taurus Judge)

I appreciate the quick reply. I made sure I left the 15 round mags here in Washington when I visited. When we went to the range at SLOSA it kept surprising me when the slide on my 910 locked back. I was always thinking "that's not right..."

I was sure I read on the DOJ website that if you moved into the state you were considered a "firearms importer" and the DOJ list applied. And that every single one had to be registered at a fee of about $20 each. I had the link bookmarked on my desktop computer (that crashed last week) so I'll have to find it again.

The part about "magazine outside the pistol grip" I'm guessing the word pistol is there expressly for the AR platform? Because even a Remington 760 pump has the magazine outside the grip area.

If you move into the state, then our handgun prohibitions apply. This covers things I mentioned like standard-cap mags, threaded barrels, etc. and also things like internally suppressed handguns. The Safe Handgun Roster doesn't apply because that is an issue about transactions, not possession. It is fully allowed to possess a gun that is not on that list. You just can't buy it from a dealer (or from someone out of state). If I want to sell my S&W M66 snub to another Californian (the gun is not on the Roster), we meet at a dealer, fill out the appropriate registration paperwork, wait the 10-day holding period, and I'm good to go.

By the way, the Safe Handgun Roster is not applicable for law enforcement personnel. Interesting that our state doesn't think that LEOs need to have safe handguns...

Regarding moving here, yes, you do have to register all handguns with the state at a cost of $19/each.

And the comment about "magazine outside the pistol grip" refers to pistols. That feature makes them fall under our Assault Weapon ban laws, so it affects things like AR-platform pistols. If you want to hear about rifles, and I can dump a whole different pile of legislative stupidity on you.

I think I explained it poorly. You can move here with those guns. The list has no bearing at all on what you already possess.
