I remember reading (years back) that they did a pretty good job with metallic deposits, but were not very effective on non-metallics (like powder fouling).

Absolutely right! It's an electrolysis (might be the wrong word) system that is designed to attract the metal (copper or lead, there were two different solutions) from the barrel to the rod of the unit. There's no metal in powder fouling.
 
Maybe try to physically remove the bulk of the lead first then use chems or other.
Maybe try running a borebrush wrapped with some copper, pure copper choreboy through the bore. Certainly wint negatively imoact the bore and then if necessary use harsh chems or whatever else youre set up to use. Barnes cr10 I thought was mainly for copper but it may work for lead fouling too. It does work wonders for copper.
