Powder measure won't accuately charge?

It should not come further back, it needs to come ALL the way back, and consistent every time.

Take it apart, put some graphite on the mating surfaces and then run it thru its paces a bunch of time with no powder, just to expel any graphite.

Good advice! I would add take the disks or plates all the way out of the press, wash thoroughly with a good dish detergent, don't rinse, just let them dry, which inhibits static, then use fine powdered mica to lubricate and run the press. Wipe all reachable interior surfaces with a laundry dryer sheet, which will inhibit static.
Now: having said that, I've never heard of a static-caused accident where it has ignited smokeless powder, or set off a primer(s).
If anyone knows any cases of this, please enlighten me.
