ABSOLUTELY NOT!

WW 231 is a flattened ball powder for fast burning pistol loads.

H110 is a slow ball powder for magnum pistol loads.

If you ask if H110 and WW 296 are the same powder, then the question has merit. They reputedly have the same burning rates, are made by the same manufacturer and the only difference is in the packaging.

Current W231 & HP38 are identical in burn rate. Look at the Hogdon powder site.
 
As the others have said:
HP-38 = W231
H110 = W296

This has been verified through Hodgdon /IMR /Winchester

There are other identical powders too:
HS-7 = W571
HS-6 = W540
H414 = W760
And a few others which are no longer being made...
 
BUY A RELOADING MANUAL, BUY TWO OR THREE!!! CHECK HODGDEN WEBSITE FOR WW, IMR AND HODGDEN INFO. DO YOU KNOW HOW TO GET THE TOP STRAP OF YOUR REVOLVER OUT OF YOUR FOREHEAD ? (very carefully)
