I just bought a nice pre-20 on Gunbroker. Unfortunately, i just noticed that the back of the original half-moon sight blade had been ground down and serrated. Is there any way to have it rebuilt to look original? And if so, where would I send it?

That seems to be a fairly common conversion "back in the day". Several of mine have it also. I would guess someone like Doug Turnball could weld it up and then refinish the gun to make it original, but that would mean a refinish and a lot of expense.
I would suggest you consider enjoying it as is, but if you really want an original looking one, trade yours off to one of the 38/44 collectors (like me or others) and get what you really want.

Dave Chicoine (www.oldwestgunsmith.com) would be another excellent choice and he's probably within driving distance of you. He lives south of Charlotte, NC.
Another option, since the gun has already been modified, would be to remove the remainder of the front sight, slot the base, and install a pinned front sight of either the correct half moon profile, or a period correct target front sight. That would give you the look you want without having to refinish the whole gun.
There are some new old stock barrels floating around, too. Dave has some listed on his sight, and they turn up on GB from time to time. I think there's even one on the forum classifieds right now. That would be the most correct way to fix your sight, but again, you would not be helping its collectability, only hurting it.
