No, the 4013 is an alloy frame, & the 4516 is steel. The frames are the same size, though. The early 4516's also had a "step-down" at the front of the frame (dust cover). The 4013 TSW is a double column frame, different from the single column 4013, but only holds one more round. IMHO, the 4013 was one of the more useful 3rd gen S&W guns.
