Is the 4013 built on the 4516 frame is it just a 4516 with a 40 S&W barrel?
 
No, the 4013 is an alloy frame, & the 4516 is steel. The frames are the same size, though. The early 4516's also had a "step-down" at the front of the frame (dust cover). The 4013 TSW is a double column frame, different from the single column 4013, but only holds one more round. IMHO, the 4013 was one of the more useful 3rd gen S&W guns.
 
It wouldn't be a 4516 with a 40 barrel, as the "xxx6" digit represents stainless steel.

The 4013 designates an alloy frame (the xxx3 digit) refers to alloy frame.

What I can't tell you is if the 4013 is a 4513 with a .40 S&W barrel- another poster can tell you that like badman or some of the other guys. But it would have to be an alloy frame regardless, like the 4513, if it was.
