Question for those familiar w/ NJ gun laws...

A buddy of mine is adamant that a private sale between two parties *not* holding an FFL of a handgun is legal, granted the the buyer furnishes a purchase permit and ID, and the seller then sends copies of the purchase permit to the Superintendent and Chief of police..

The actual NJ statutes are not very clear on private sales.
Any thoughts?

Next time you look at a Pistol permit in NJ you'll see there are two areas for the seller's info. One section is for an FFL/business the other is for a private party. As long as both are residents and the buyer has the PP and FID it's OK. And the seller has to send the paperwork just like an FFL would.
NJ is not pistol friendly for sure. For example, if you put a pistol up for a consignment sale at a dealer, you'd need a PP to get your own gun if you decided to retrieve it.
 
I've never lived in a state with such absurd gun laws. The ingenuity of anti gun politicians to make life hard for the law abiding has never ceased to amaze and disgust me.

No problems with the above procedure. I've both bought and sold this way. I do, however, require the buyer or seller to also show me a photo ID, usually a DL, which I check and copy down the info from the ID. If they don't want to show me, it's a "no-sale".
I keep all records in a secure place and send the forms to the local PD and State Police, as required.
This type of transfer is only valid when both buyer and seller are NJ residents.
