It's a WIG.
Wing In Ground effect. Technically not an aircraft. No pilot license required. Also at the bottom of the totem pole in terms of right of way under maritime rules.

Been a lot of variations over the years.
Russians even had some huge military ones for a while.

Concept never really became very popular. Still, I'd kind of like to have one!
