I bought a used M27 for a good price a while back. Cosmetically she looks OK in a dark tavern near closing time and it pains me to see her that way. I think she was carried a lot and shot little, needs refinishing, a rear sight blade, etc. My first impulse is to send it back to the factory and have them make it like new and maybe an action tune. Is this the best solution or is there someone who dies this better/cheaper/faster? Any advice appreciated

You did not mention barrel length, but you have a fine gun of a model they made plenty of over the years. If it is a keeper, then nobody can bring it back to original as well and inexpensive as the factory.

I would send it back to Smith & Wesson. It needs to get the high polish bright blue refinish which will match the original finish. They will also replace any parts that need replacing and their service rates are very reasonable. The price list for refinishing is on their website with the Performance Center gunsmithing services.
