It depends if you like fixed sight 3" J-frames.
All of my J-frames with the longer barrels have adjustable sights. I like adjustable sights. I carried a 2" Chief's Special Target for more than a decade. I just can not see having the inconvenience of carrying the longer barrel without the benefit of the adjustable sight
For me a 90%, 3", 38 Special, Chief's Special would need to be in the area of $300 to get me interested.
But that is me

If it's like one of those special order ones made in the 1980's, I had one and loved it. Used it with rosewood Magnas and a Tyler adaptor. Sold only because I lost a job and needed money badly.
I think there were a couple of production runs, and value may vary.
As a using gun, not a collectors' item based on dash number, I'd say one's worth $450-550. With box and papers, at the higher end of that scale.
On Gunbroker or other sites like this, people will ask more. I think my price is realistic.
Oh: I used a Bianchi Model 5 holster for belt wear and their inside waistband model (Model 6 ?) for more discreet carry.
That's a heck of a fine small .38. I wish they still made it, without The Lock.
Model 36-1 is the blued version. Again, a fine gun, but I prefer stainless.

There were two production runs of these; one with pinned barrels from about 1972 stamped 60-1, and another from 1985 for the John Jovino company in NYC stamped 60, which is probably the one TS had. (There was another 60-1, 2" with adjustable rear sight, also from about 1985.)
Either 3" variation is worth more than the much more common 2" - call it $500 and up for the later one, and higher for the early, depending on exact condition.

I think mine was indeed a Jovino order, and they also offered a sq. butt snub M-60 then. They were featured in, Combat Handguns, as I recall.
Hitting a rabbit target at 25 yards was pretty easy with my gun. They 're easier to shoot well than a true snub. Figure on some 80 FPS added velocity and a full extractor stroke as added values over true snubs.
If this gun is as described, no timing or endshake issues, go buy it...while you can.
