My favorite LGS has a used 65-4 that functions fine if held muzzle down, but. The cylinder will not turn if the gun is held level or barrel up. I held the thumb latch back, opened the cylinder, and cocked it several times. The hand does not rotate the cylinder. This is a LE trade-in, no box, worn rubber stocks, at $289.99. Can anyone tell me what could be wrong with it, and what it would take to repair it. Thank you.

Yeah, either that, or it was assembled incorrectly and the hand is not properly placed in the window.

Could also be Hand hanging up in frame window, a worn Hand, or as Klyde stated - a broken spring.

Could also be that the hand was improperly reassembled to the trigger and is not being properly tensioned by the hand torsion spring inside the trigger.
Could also be that the hand torsion spring is missing entirely or that the stud on the hand that is tensioned by that spring is broken off.
New hand torsion spring is ~ $3.00

It is real easy to install the hand improperly and not have the spring resting on the stud . The spring kinda hides in the trigger and must be pulled out to engage the stud during reassembly.
Should be a quick fix
eta: I did get a revolver that was missing the spring stud on the hand. It is just a pin, and I measured and installed a new -pin in the hand.
