Anyone here of this bill? What I've been told is that it is a back door registration scheme and will impose a $50 tax on all handguns. Anyone else heard anything on this?

Yes, we have seen this before and it keeps coming back.
The real issue is that we have so many elected officials that continue to push such schemes, and the real problem is that we have so many voters who continue sending such people to Washington DC.
This will probably come up here again. Unfortunately, it is very likely to come up in DC again, maybe as a last-minute "rider" to a bill that the majority of congress-critters just can't vote against.
