I live in Delaware and my cousin who has a house in Florida but lives in New York and has a N.Y. car lic. is buying my S&W rev. He does have a Florida carry gun permit. Can i mail the gun to him or do i have to ship to a Florida FFL? I do know that i have to use UPS-2 day shipping.

It will have to go to a FFL in Florida via UPS 2nd Day and he will need to show documentation that establishes he is a Florida resident. (It might be cheaper for you to have a Delaware FFL mail it to the Florida FFL. He will still need to show FL residency.)

I've shipped 2 revolvers in the past week. I have my FFL ship
to the buyer's FFL. You will need a copy of the buyer's FFL's
license for your FFL's books. My FFL charges $25.00 for the
transfer fee, plus the cost to ship via USPS Priority Mail medium
flat rate box, which is about $13.00. Insurance is extra, but it
will be a lot cheaper than UPS 2nd. day air, and it will get
there in about 3 days or so. And you can track it. Be sure to
put your name and phone # on your FFL's license so the FFL
on the other end will know who to call when it gets in.
That's my story, and I'm sticking to it!

Wouldn't it be better to put the buyer's name on the license so the receiving FFL will know where it is supposed to go?
I suppose it would be nice for the buyer's FFL let you know it arrived, but I don't know how many would bother. They just want to get the gun to where it goes and close out their book entry.

You need to put a cover letter with all the particulars both buyer and seller, as well as the shipping FFL. Don't leave anything to chance.

USPS won't accept a shipment from a private individual. They will accept a shipment from an FFL. Having my dealer ship thru USPS ends up costing me $30-50.
FedEx and UPS both require the gun be mailed Next Day or some such ridiculously expensive shipping choice that still takes 4-5 days for it to get anywhere. Last time I mailed thru UPS it was almost $90 with insurance.
However you decide to mail your gun be sure to fully insure it.

I will give the gun to my FFL and have him ship it to a FFl. Even tho he is my Cousin. This way i don't have to make and keep copies. But i will. I checked today with my FFL $52.00 to ship it with ins. Must be 2 day shipping.
Here in Delaware i can sell my gun to anyone that has a Delaware car Lic. No FFL -no background check. As of April 2013 the gun laws has change. You must go through a FFL.
Is your cousin a resident of Florida? Is his CCW from Florida with a Florida address or a non- resident CCW with a NY address? Check before you spend the bucks to ship it, as I believe he needs to be a RESIDENT not just an out of state non resident Florida CCW holder.

Current a Florida Concealed Carry permits do not have an address on them. He must have a Florida DL or a certification of residency affidavit as issued by the Clerk of the Court of the Florida county in which he resides. He may be able to get a Florida only driver's license if he maintains a Florida address.

Being a NY resident, you will have to check with the laws in Florida since he is not a resident of Flordia but has a Flordida CCW. What I do know is that your cousin cannot take the handgun back to NY with him. He would have to have it shipped to his FFL in NY, go through a NICS check and then have the gun added to his permit. Even though he may own the gun legally in Florida, he does not legally own it here in NY. The best and most cost efficient way would be to ship the handgun to his dealer in NY then he can have it added to his NY pistol permit. This way he would not have to pay a transfer fee in Florida and then pay to ship it to NY and then we he gets to NY pay another transfer fee.

That's assuming he wants the gun to enter NY. Might be one that is a PITA to address under the (un)SAFE Act.
