Looks like 1976.
Looks like 1975 to me.
Only the factory can verify this "for sure".
They did not ship in serial number order, nickel (usually) shipped slower than blued, etc.
I think 1976 is the best estimate of when the 19-3 was shipped.

7K serial numbers were used over a three year period. Here's how it breaks down:
7K1 - 7K26043 issued in 1974.
7K26044 - 7K70577 issued in 1975
7K70578 - 7K99999 issued in 1976
Hence your Combat Magnum was almost certainly assembled in 1976 and probably shipped that year, as Bill stated.
That said, if you need certainty, you must purchase a letter from the Historical Foundation.
