This is a Smith & Wesson 5-inch Victory model that was manufactured for the British Commonwealth nations during WWII, under the Lend-Lease Act. It is chambered in .38 S&W, aka .38/200 (not .38 Special.) It comes with a Pattern 37 holster that was designed for .38 revolvers.
From my research, it appears that the gun was manufactured sometime between 1942 and 1944. It is parkerized, with about 85% of the parkerizing remaining. The bore and mechanicals are perfect. The bore is bright and shiny, with strong lands and grooves. The grips are in excellent shape, with a couple very small nicks, but no major chips or cracks. The right grip is numbered to the gun. I cannot find any import marks on the gun.
The gun is fully functional, with a crisp single action and a smooth double-action (better than any of my modern revolvers.) Lockup is tight. I test-fired it when I first acquired it, but otherwise it's been a safe queen.
It appears to be all-matching, with the cylinder, right grip, bottom flat of the barrel, and frame having the same serial number. The left top strap is engraved with the flaming bomb symbol and "US PROPERTY GHD."
The holster appears to have been made in Canada. The lettering on the inside of the cover reads "MS&UL 1941". The button to close the cover says "United Carr Canada," which is a firm that made military hardware such as buttons and clips during WW II.

I've seen a number of these for sale on the gun auction sites, but most appear to be either junkers or refurbs. I believe this one to be all-original and in better shape than most. I'm asking $450 for the gun and holster, including shipping to your FFL or C&R.
