Spotting scope recommendations

With the recent storm that blew through here, my garage/workshop got a couple of inches of water in the floor. The only casualty was my 30 year old Tasco spotting scope. The case was on the floor and the foam lining soaked up a ton of water. The poor thing drowned.

Its the only spotter I've ever owned. So I know next to nothing about replacing it. So I'm looking for some advice.

The scope will only be used at the range for target shooting. Mostly 25 to 100 yards. Ocassionally longer distances, but not often.
Good eye relief. (I wear glasses)
Decent tripod.
WATERPROOF
Hard case a bonus but not required.
I'd like to keep the price at around $200.

Same as a rifle scope, the best you can afford. Unfortunately, quality optics do not come cheap but that 200.00 should get you something acceptable. Read the reviews for each make you consider buying in that price range.

I never bring my very expensive Leica hunting scope to the range, (where it could fairly easily be stolen while I'm downrange pasting target or etc.). I spend a couple bucks on the rental of a range scope, which are some cheap brand of 20x, adequate to resolve .223 holes at 100 yards. I think you have lots of choices in this range...

I got a Konus 80mm for about $200 and it seems pretty good. Bigger is better.
