It is an ampersand, not a bomb. Just a fitter's or inspector's stamp. We'll never know.
This is my Brazilian from 1938. The question I have is in regards to the little stamp on the left side of the grip frame. Could be nothing I'm just curious. Thx for taking a look. Paul.

Turn the photo 90 degrees. I see both, the ampersand and a bomb.
Fitters used all sorts of marks. Was the flaming bomb ever stamped in that area?

No, the bomb was never stamped under the grips in my observation.
