State Compliance as a "Purpose"

I think they are referring to weapons that meet some standard in CA or MA, like passing CA drop safety testing.
 
I always figured that it meant it was legal in states like Massachusetts, California, Jersey etc. In other words, it doesn't have a magazine holding more than 10 rounds. It seems redundant to refer to revolvers as "State Compliant" because AFAIK none of the aforementioned states have bans on wheelguns. Do they?
 
I like the answers. A gun that is purpose built to be marketable in CA or MA would, therefore, have state compliance as a literal purpose. Makes sense.

I don't know of a revolver with more than a ten round cylinder but it also makes sense to indicate compliance when the cylinder holds more rounds than "normal".

If a particular revolver model hasn't passed CA drop tests, it is banned in CA from import.
 
Uberti Cattleman is available in .22LR with a 12-round cylinder. I think this is the only one, but I dont think it matters because it is not listed in CA anyhow
