So I got this Victory that had been chromed & chopped, but still had .38/200 cylinder. Replaced cylinder with an early pre model 10 .38 special. Very tight fit. If you pull the trigger in double action everything operates as it should. Cylinder is lined up with no slack. If you go to single action & cock the hammer - not so good. In SA, ya gotta turn the cylinder a tad to the left to get the click that says its all lined up. Any thoughts, suggestions would be greatly appreciated.
 
There's a chance that the replacement cylinder is just too long. Can you accurately measure both? I think I'd start there. Then, look at the head space and B/C gap. A shim might be an option unless you're dealing with a cylinder that's too long. If so, take it to a smithy for a shave (of the forcing cone).

Chrome plating adds mass to all of the parts. So does dirt.
 
What you're describing is "carry up" not timing.

When you say the cylinder is a very tight fit, is it visibly rubbing anywhere? Did you clean out the cylinder recess where the yoke barrel fits? If everything is clean and there's no visible interference, the headspace button on the ratchet might be a bit thick or the yoke barrel needs slight trimming.

Be careful, be very careful of filing on anything. You might try the ratchet from the old cylinder on the new cylinder and see if that helps. Paint mark one of the ratchets and cylinders so you know what is supposed to match with what.
