Our Flag guy, delivers all the flags to our worksite, has a very nice looking Bald Eagle on the side of his van. When I told him how cool it looked he said that it was a war eagle. He went on to say that when an eagle is showing its left eye, it is a peace eagle,and when the right side is showing it is a war eagle,symbol of war. Anyone ever heard of this ?

Probably has to do with whether it is the olive branch side or the arrows side from the Great Seal that coincides with the eagle's eye.
 
Ask him about one-eyed jacks and killer kings next time he comes around.

I think, but am not certain that this myth comes from the American Military Belt Plate, The regulation pattern is Eagle facing right, olive branches in right foot, this from the prospective of the Eagle or wearer of the belt. However, many examples seem to exist with branches and arrows switched, and some with the Eagle facing to his left.

It seems probably that the switched plates were made either inadvertently by casters during the Civil War or possibly makers who wanted a selling point. Since these people are long dead we may never know.

Look at some pictures from WWII and you will see the eagle facing the arrows and yes the presidential seal does change if the country is in a declared war it faces the arrows

Current military Colonel (Navy Captain) insignia comes in pairs with the eagle's head facing the olive branches. The insignia is always worn with the eagle's head facing towards the front of the wearer. I have a set of Colonel insignia from WWII where the eagle's head is facing the arrows. These are known as war eagles. Again, they are worn with the eagle's head facing the front.
