The real answer is to split the state: A state Divided?
The upstate counties and the NYC counties are economically, politically, and socially different.
gun issues exemplify the wide gulf of the differences.
NYC has 8.5 million people and just 37,000 concealed carry permits, and the general population appears to be happy with that situation.
Upstate NY has just 10 million people but close to 1 million concealed carry permits and a growing line of people waiting to get permits, even though the total population is dropping.
BTW - for comparison, Texas has 25 million people and only 465,000 conceal carry licenses.

Any "Bill" would never see the light of day in the State Assembly which is overwhelmingly controlled by the Democrats. And besides, Son of Fachem would never sign the bill. Never going to happen.

Personally I think anytime we could get a chance to ever separate that shining mecca of sewage and trash called the 5 boroughs along with the few counties north of it is a good idea. Nothing I can't stand more than to hear how some people think NYC IS New York State. Sorry chum, and if we could ever get a groundswell amongst the public and all the upstate politicians get stop milking the teat in Albany and tell those from NYC to go pound sand we would be better off. What we need to do is tell Albany to stop shipping money south and send our taxpayer dollars around. Where I live the roads look like they are a patchwork, I haven't seen it paved in 10 years, and this is a main state road between the highway and a major county road with alot of truck traffic.
Nearly every bad idea and liberal wet dream comes from some dope from NYC and instead of telling them no, even out upstate politicians from our district, fake Republicans who haven't done a darn thing other than shine a seat with their backside, just nod like well paid bobbleheads. Believe me this is one of my pet peeves, watching the city people come up here in the summer and try to tell us how things should be done, and essentially calling us rubes and treating the locals like dog turds under their shoes. If only I could ever get the inkling and the money to run for office. They would learn to hate me in Albany I could tell you that, but I don't know if I want to ever sell my soul like that.

I had no idea that so many in NY outside of NYC had carry permits. IIRC, last time I read about those kinda statistics my state of TN showed to have about 3% of the population with carry permits. Are you sure that's concealed carry permits, or could it be pistol permits? Here is a link to NY Pistol Permit Bureau. They indicate having records of only 1.2mil firearms. Firearms - Pistol Permit Bureau. Seems odd to have 1 million carry permits but only a total of 1 million firearms of record. I'm probably not looking at the correct information. In any event, glad to hear NYers are well armed.

Phil, more than likely just the amount of guns owned, not carry permits. NY is not shall-issue, even those counties that issue permits do so with "restrictions" such as only good while hiking-fishing-hunting. So in effect there's a 2 tier system, restricted and unrestricted. My county is in effect shall-issue with no restrictions, everyone gets full carry. Good thing is, when you get a carry permit it's good even in those areas that restrict carry. NYC is the one exception, all permits are stamped not valid in NYC. I very rarely go there anymore so it affects me very little.
As noted NY is a patchwork of laws. Most places in NY allow carry while in a bar, just found out the other day 1 county upstate does not allow carry in a bar.
There's a lawsuit currently winding thru the NYS courts that should make NY a shall-issue state in the near future. I think it's being funded by the same folks who took on DC and Chicago.

Ladder13: Thats good to know. Hopefully NY will become a "shall issue" state. I would really like to see the restriction issue looked as well. I only just got my permit in Oneida county last summer. And while our judge is very good about approving permits, he only issues unrestricted permits if you can show good reason for him to do so, ie being a jeweler, in possession of/transportation of large sums of cash, etc. But, I have heard in NYS that after you have had your permit for 1 year with no problems you can appeal to the issueing judge to remove the restrictions. Do you know if this is true?
I really disagree with imposing restrictions on the pistol licenses. I mean, it makes you paranoid that you may be carrying when you shouldnt be. We all got the same background check and were determined to be responsible enough people to be allowed to possess hanguns. Why make it so we can only carry under certain circumstances? Not saying I want to carry every day, matter of fact due to my profession as a truck driver, federal laws prohibit me from possessing ANY kind of weapon in my commercial vehicle. I would just like to rid myself of the headache the restrictions are to me...

That's true for Putnam for sure and I believe Dutchess. In Putnam all new licensees are "restricted" but easily become non-restricted after a year.

New York City and New York State could go their own ways.
While driving down the Henry Hudson Parkway I saw a billboard for a storage company that read "Remember, if you leave New York City, you'll have to live in America."

Yeah, 10% of the population sounded a bit high. It's around 3% here and we've got a shooting range every few miles. At 10% we'd have shooting ranges at every convenience store.
We got a good group of boys up in Nashville. Every election time you can pretty much count on them dreaming up some pro gun stuff. Last time they put on the ballot whether or not we wanted hunting to be a protected right in TN. It passed with close to 90%.
