Actually, the answer is NO. The Second Amendment does not GIVE the right to keep and bear arms. That right is God-given, and way pre-dates the Bill of Rights. What the Second does is acknowledge that right, and states that it shall not be infringed. Were there no Second Amendment at all, the right to keep and bear arms would still exist. A fine point, perhaps, but I voted "yes" because most people would interpret it that way.
