Why do you think the 40 Pro is not approved for USPSA production when the 5.5 Springfield that has only been out a couple of months is already approved? Why won't Smith send it the appropriate paperwork to USPSA to obtain the approval?

Paperwork can't be submitted until a minimum number of guns have been made.
Not a big demand for a Pro 40 in Production. Most people would shoot the 9mm Pro or L.
If you move up to limited 10, the Division is dominated by STI's.
