The only tools I need to disassemble a victory model for lock-work are a well-fitting screwdriver for the sideplate, something to compress the rebound spring (same screwdriver if I'm lazy), and a 45-90 degree hook tool to aid in removing the cylinder stop and cylinder stop plunger.
I find it much easier to install and remove the trigger and bolt stop parts with the cylinder out of the gun but you can just open the cylinder if you really want to.
I do recommend cleaning the cylinder stop plunger and checking it for burs or rust while you are in the area as I think this is a part that very seldom sees any attention and it often cruddy and rusty which can lead to issues.
