Victory model with HE-M stamp

Local shop has a Victory model with HE-M stamped on the rear backstrap. Also a P on left side near the top behind the cylinder
I’m not familiar enough with the Victory model to know what these mean or if they’re original markings or not.
I was unable to get a picture

HE-M is the Hessen Municipal police. The gun was issued to them after
the war. Hessen Stadtpolizei. They had 1229 in 1953.
