Looking to buy a Victory from a local guy. I don't understand these markings.
Perhaps a bit of help from some more informed.

As far as I know, the stamp stands for International Arms Corporation, Sacramento CA. An importer. Is this a US Victory in .38 Special or a British Service Model in .38 S&W?

Correction: Speedo's list is right, it's Import, not International

On the other hand, there is also this option:

There's a bit more that can be said. Prior to the Gun Control Act of 1968 (GCA-68), there was no requirement for U. S. importers to stamp identification on imported guns. That changed with the enaction of GCA-68. Therefore, yours was imported after GCA-68 took effect. It's likely to be a British service revolver, maybe from Australia. What other markings are on it?

just remember if its 38S&W aka 38/200 it will be hard to find ammo for it so reloading may be you only option
