I've researched this and still not comfortable what the law requires regarding out of state FTF purchase of a long gun in Virginia. I believe that it is lawful as long as the out of state purchaser uses a Virginia FFL to complete the background check.
I know a handgun has to be shipped to the buyers in state FFL ( Virginia to NC) to complete the transfer but my question is about long gun sales.
Has anyone had experience with this - NC resident buying a longgun FTF from Virginia resident?

Just have it shipped to your FFL in NC.

This is a Federal thing that applies to all neighboring states except in those who have banned the practice and have yet to be challenged in court. Yes, I'm looking at you, California.

As Steve stated it's a Federal thing that if states share a border Long Guns can be purchased in neighboring states. I've seen rumors that it may be extended to all states except cases like California but have no idea if that is true. I also suspect that due to the California shooting that right to cross border purchase a long gun will get rescinded, in spite of the guns used in California being sold by an Illegal Straw Purchase in California.

The "sharing a border" thing went away in '86, with FOPA. Now you can buy a long gun, from an FFL, in any state in the country, as long as the state where the gun is AND your state of residence don't have a law forbidding it.

A face-to-face sale, of any firearm, in a state NOT OF your residence, without the use of an FFL is not legal.

If you (NC) want to buy a long gun from Billy-Bob (VA), you have two LEGAL choices.

You and Billy-Bob take the gun to a VA FFL, where he logs it into his bound book, you fill out a 4473, and he calls you in. Once you've been approved, you take the gun with you, just like it was from your hometown FFL.

Or, you and Billy-Bob ship the gun to a NC FFL, and you go there once you get back home, fill out a 4473 and get called in.

If you were buying a pistol, option 1 is not available. It has to be sent to a NC FFL, as there is no legal way to buy a pistol and take it with you unless you are in your state of residence.

With a long gun, you can buy from an out-of-state FFL, take it and go. But since the gun is being transferred across state lines (going from a VA owner to a NC owner) it has to go through an FFL.
