In my opinion its a catch all tactic to collect more info and intimidate the public with up to $10k fine and $500 per day fines.
Just like the post 9-11 Fisa amendment was an open door for spying on US citizens.
That being said, I was advised at the beginning of this year to get registered.
I may yet have to include my living trust. See? It's a catch all just so Gov can have your info under a category that allows a big title excuse to ream ya if their wonks feel like it.

Dunno, but there's serious 4th Amendment issues with the rule. Additionally, now that Chevron is gone, I doubt finCEN can impose penalties without Congressional action.

I agree. With the death of the Chevron doctrine, I can't see how finCEN can do anything punitive to a non-filer. I guess we will find out.
