This is something that I've been hearing bandied about from liberal states for decades. It's one of those things that looks good on the surface, after all we require cars to have insurance, but will be a nightmare to implement and enforce.
The good part? If your neighbor accidentally shoots your car, his insurance will pay. Sure you could sue him but then the lawyer gets a third and you may never collect.
Or you're getting mugged and you miss the bad guy and shatter a big shop window. I can't afford thousands to replace a giant pane of glass. Insurance to the resuce.
The downsides?
Well, my neighbor who shot my car might get his insurance cancelled and have to surrender his guns.
How will it be enforced? With cars, your insurance info is often tied to the registration. Cancel your insurance and your registration is cancelled. What will they do with guns? Come to your home with a warrant when you cancel your policy?
Most bad things done with guns are done by bad people. Will those bad people have insurance?
Also, if you get charged with a crime, will your insurance abandon you like many of the "carry insurance" companies?
