Weird piece of mail from Laredo

As little bit of topic drift here.

St Petersburg Florida was an early adopter of recycling water.
However, I really liked their approach. Totally independent lines and separate meters. Water was as previously mentioned only for irrigation.
Was much better than well water which locally had a high iron content and stained buildings and driveways.

Back to the original topic. I do hope we find out what the real intent of the strange mailing was supposed to accomplish.

Hindsight is 20-20, as I would like to know what was sent to me. A chunk of sugar, if that’s all it was, doesn’t make any sense at all. That note made it sound like it either gives you energy, or at least gets you high. I’m not taking any chances. I can probably get high if I want to, and I can eat sugar anytime. This was really (blanking) weird! If I was back up in New Brighton, I know a few marks that would have eaten one, no questions!
 
I wish I would've saved it now! (20-20 hindsight). As far as our sewage, it goes to the treatment plant on the downriver end of Pittsburgh on its way to Cincinatti; and, all the drinking water intakes across the state.
