What are the rarest Smith wheel guns?

I believe he meant the 3 inch 19-2 from the 1960's

Pretty sure you are right, there's nothing rare about a newest (internal lock) PC M19.....

Here's a couple "desireable" 3" M19's from the PC

This is the original (Lew Horton) K-Comp from the PC, I'd not call it "rare", but highly desirable....

This 3" M19 should border on rare, if I could put my finger on the Lew Horton history letter - I think it has the quantity made - believe it was 50 total.

This model did not have a unique PC product code, it had a standard 2 1/2" production M19 product code, but it's definitely a PC (early) original.

The only thing "non-original" on this particular gun is the Patridge front sight (it had a ramp front sight), and the Spegel boot grips of Bolivian Rosewood.

Not so much the 3" Model 19. I purchased the the new 3" Model 19 (Carry Comp) and, last I looked, it was still showing up on SW's website..

Thats cool, but it isnt at all what I am referring to.
3" barreled model 19 K-frame Combat Magnum. Not whatever S&W is passing off as a 19 now.
 
The postwar .357 Magnum Transitionals; only 142 were manufactured between 1946 and 1949. The one pictured below is the only known .357 Magnum Transitional with an 8.5" barrel and might be the only postwar N-frame .357 Magnum with an 8.5" barrel. It was a special order with bright blue finish shipped to Mr. E. F. Warner, Publisher of Field and Stream, on May 11, 1948…….

The K-32 Masterpiece with the factory installed 4" barrel, sort of the K-32 Combat Masterpiece. I know of 10 that were produced for B.W. Folsom in Warren, OH. and one list member owns one that was sent to Abercrombie & Fitch in NYC.

Model 430 2" 32 S&W Long. 15 made and sold in the United States. 284 sent to Portugal.

New Model #3 Target #3914.

The NM #3 Target is S&W's first revolver produced with adjustable sights as standard equipment. Production began in 1887, continuing to 1910. We are told it was produced in only two calibers, 32-44 S&W Target and 38-44 S&W Target------with 2,920 in 32-44 and 1,413 in 38-44. Now these numbers, presented as absolutes, are in fact approximations; because that gun up above letters as a NM #3 Target, and the cartridge designation stamped on the barrel reads "38 WINCHESTER CTG". The acclaimed factory records are no help, because while they confirm #3914 is a NM #3 Target they stand mute as to the caliber. Now the fellow(s?) who drilled the holes in it knew what caliber it was to be, and those who stamped the caliber designation on the barrel did too. I know these things because I checked----and that's sure enough what fits in those holes. So this revolver is clearly one of one----or whatever else it might be. And whatever else it might be will remain unknown forever---or a long time----whichever comes first.(!!)

The New Model #3 in 38 Winchester. I have two. A .38 Safety Hammerless with a 1.5" barrel. Only about 20 known. Revolving Rifle serial number 1, rare because its number 1.
