What is this?

It is a 29-4, 8 or 8 3/8" barrel, non fluted cylinder.

What is it? I've never seen one with a non fluted cylinder or one with the barrel like this.

Is there anything special about the non-fluted cylinder and full lug barrels?

Some people love the full under lug barrel and some don't as the full under lug barrel is a bit muzzle heavy to me. I think non-fluted cylinder thing is liked because it looks so different and because some people think it stronger.

I have a 29 with a non-fluted cylinder and 5 inch full-lug barrel.

I had a 629 set up like that a couple years ago. Pretty nice gun.
