It looks like a stand to assist in loading a cap and ball revolver. The barrel fits pointing up in the V-notch with the loading lever facing out.

I think Golddollar has the answer. Google loading stand for black power pistol. There are many different types including some that look like the OP's.

Yep, Turn the block next to the hinge around. It covers the hinge, see the relief cuts?

I think it's more for single shots like a Kentucky pistol.

Note the rounded cut out in the clamping block.
