Cut-down Victory. Very common (unfortunately) alteration to a gun that was cheap and plentiful at the time and that now commands mortgage payment money in unaltered condition.
Check the caliber, for some reason the .38-200's seem to have been the greatest victims of this butchry. Usually "re-chambered" to fit .38 Special.

Welcome to the forums. As Jeff and Robert say, a WWII military & police revolver. Either a US "Victory" chambered in .38 S&W Special or a British Service Revolver chambered in .38 S&W. Most likely it is the latter since they were cheap military surplus in the 1950's and 10's of thousands were so modified. It was likely made in 1943. If you post a picture looking into the cylinder chambers with lighting in front of the cylinder, we can tell you if it has been reamed for .38 Special.
Suffered same fate
I believe I may have something similar that suffered the same fate! Matter of fact its been passed around with the nickname, 'Frankenstein' The timing is good and I have actually shot and done some reloading for it. .

These have been showing up for decades at gun shows where unscrupulous sellers point out to the naive buyer that section in the Blue Book that shows the very rare 2 inch Victory and the high price to go with it. . . ."but you can have this one for only $500." Don't ask me how I know that it's been happening for decades.
