Of course, the White House has extensive security measures. When I accompanied an Honor Flight as a guardian in DC in 2015, I took a photo of the White House from some distance away. On reviewing the photo, I noticed some anomalies on the roof.

Enlarging the photo, it turned out there was a sniper team there.

This was during the Obama administration. I don't know if they are always there, or just under special circumstances.

I thought that was interesting. Here's the blowup of the photo,

We were just outside the WH a couple weeks ago and similar figures were on the roof. They actually had a low-grade perimeter breach while we there, causing a mild frenzy until the suspect was caught out on Pennsylvania Avenue a bit (dumb looking 20-something white guy).

I can't believe that some people think they can just walk onto the WH property, w/o permission !!

If they did that in Russia, someone would be digging a new grave.
 
Sniper: In my "Day" the term was "Selected Marksman", or "Long Rifle".

At one Agency I was the appointed "Selected Marksman" until I had an "On Duty" injury which required a left shoulder joint replacement (Stainless Steel) and afterward I was reassigned to being a "Real Cop" (Patrol Officer)

They have had marksmen on White House roof as long as I can remember.
They probably allow viability as a deterrent measure. Just the idea of them being there probably saves a miscreant or two from trying something stupid. They also have AD weapons and I saw article several years ago that says White House is covered with Incoming Radar Computers. Meaning that a projectile can be traced back to origin in real time. I use to think serious actors will a mortar cold smoke any security area. Now with drones , that goes a notch above throwing rocks.
 
The first President Bush visited my Army base during Hussein's Desert Festivities. Single snipers were on at least TWO buildings near the stage, so far as I could see. Reguar Sneaky Snervice mingled in the crowd in tactical civvies.
 
Perhaps "security team riflemen" or "sharpshooters" is a more accurate term.

If there is anything that no snipers ever do, it's STAND THERE looking like an IPSC plate.

Sevens is correct.

They are White House Police who think they are badass snipers.
Besides, they should not be mulling around, they should be constantly observing the perimeter, all sides of the White House.

You would never see or hear a Real Sniper
and
If you by chance heard a shot, you were not the target.
 
It's not a real secret they are there, so there is no real need to be covert. The are part of the SS Uniformed Division. Their mere presence may serve as a deterent.

That said, it is not advised to be on the glass for eight straight hours...so the person on the gun switches out from time to time.

They are primarily observers. You can do that while standing there.

All in all, an immensely boring job.

Those folks on the roof of the White House are Officers in the Uniformed Division of the US Secret Service, who are assigned to the Counter Sniper Team. CS is one of the units of the Special Operations Division, along with the Canine Explosive Detection Unit, the Counter Assault Team (CAT), the Specialized Rifle Unit, and others.

Members of these units are drawn from the ranks of both Uniformed Division Officers and Special Agents. The prerequisites to get into any one of these units are almost unimaginable. (Click on the "Career Path" window in the page linked below to get an idea of the requirements.)

Since 2010, it's been my great honor and privilege to have a very close connection to the Secret Service. Below are a few of the challenge coins I've acquired... :)
