Why is the 38 Smith & Wesson Single Action, 3rd Model (Model of 1891) So Scarce?

i do own a rather worn example of the model 1891. At one point I was not sure if it was a fake. But I do know now that the roller dye for the stamp model 1891 was not finished at that time. The number is very early 42
