Most any decent gunstocker can refinish & rechecker a Win21 stock set. They are simple configuration and the checkering patterns are also with the lpi at 20 and 22 generally.
Nothing special to disassemble/reassemble if that has to be done.

If you are looking for a restoration to the Winchester Factory look of the era the gun was made, then search a little more carefully to make sure the person(s) understand what you are demanding.,,a restoration
The final look of the finish, the color, ect have to be just right for a restoration or it's just another pretty face.,,another redone gun.

Galazans/CSMC in NewBritain CT mfg'rs the Mod 21 under lic from the orig mfg'r and they do a tremendous amt of work on originals as well.
They do a lot of restoration and upgrade work on them bot orig mfg and their CSMC mfg. They mfg new parts and do repairs, ect.

Turnbull will of course 'restore' a Win 21 as already posted. They may have a standard price for these or at least a starting price for a Field Grade to give you an idea of their prices.
We did some Win21's when I was there but many more vintage SxS's like PArker, LCS and Fox. But times change and so does the market.

Another I can recommend is Brian Dudley in Rochester NY
Brian M. Dudley | Gunstock Craftsman

Does a lot of restoration work and is heavily used by the Parker and Fox collector and vintage shooter groups to do their work both restoration refinishing and complete restocking.
Does his own checkering work too.
Lots of his work can be found on the Parker collectors site.

Another in NY is Classic Gunstocks in Oswego, NY

Classic Gunstocks, Llc - Online

They do just about every thing oin the restoration line for vintage firearms too.
They own the Miller Single Trigger operation now having purchased it from Turnbull a couple years back after TB bought it out from the orig family.
Ken Waite and Dan May run the place. I see Ken every once in a while at a local gun range and shoot and local shows. Nice fellow with a passion for the work.

That 's a Winchester, after all. Have you tried their Custom Shop, or do they still have one?

They made it. They should be able to re-make it.

The custom .270 they made to honor Jack O'Connor looked really good in photos.

Otherwise, put a lot of money in your car trunk and go see Turnbull.

Winchester no longer makes the Model 21, no parts for it, nor does it provide any service for the Model 21.
All that was licensed out to the Conn. Shotgun Mfg Co (CSMCo) in the mid 90's. That's the company owned by (Tony) Galazan in New Britain Ct.
The New Haven/Winchester-now US Repeating Arms Co Custom Shop was closed when that big plant was shut down in early 2006.

I don't think a new custom shop was opened in the new mfg facility in NC(?). Possibly some work being done by 3rd party group as with Remington/Marlin but I'm not sure.

If you ordered a Model 21 since the late 90's through US Repeating Arms Co,,it was built by CSMCo in New Britain.
All mfg'd in New Britain,

USRAC production ser#s continued right through from USRAC made to CSMC made.

CSMCo has also made and sold their own Model 21 with their name on it during the same period and continues to do so paying a lic agreement fee for each one made. The 21's made, marked and sold under the CSMCo name have a separate ser# assignment & prefix to differentiate them from USRAC guns

Galazan has a similar type of agreement with the Savage Corp for the use of the AH Fox name in building the Fox shotguns that he has made since the 90's.
Savage still owns the right to the name 'AH Fox' since they bought out that company in 1929.

Winchester ain't the same Winchester we think of when we were younger....those days are long gone.

I would highly recommend N. L. Heineke. Biography. He does some of the finest restoration work to be found. I've seen some of the restoration and stockmaking work he's done on Holland & Holland, Jeffery and other high end shotguns and rifles and it is simply breathtaking.

I will second Dennis Earl Smith. Dan Rossiter at Custom Stocks and Steel is very good and many of his customers have posted pictures on the Fox collectors website.

If the OP would post some pictures of his Model 21 in its current state it would assist us in offering recommendations as to what needs to be done and recommendation on who could do the work.

Jim Kelly in Darlington, SC is one of the best double restoration experts in the country. I stop by from time to time just to say hello and admire some of his work. I can't even afford to hold some of the guns that make their way through his shop.
