I shot 150 rounds of 38 Winchester Winclean at the range this morning. Cleaning my revolver after I was amazed at how much cleaner it was resulting in a quicker clean up.
I am thinking I would like to start to reload 38's and my question is are there reloading supplies, powder, primers, etc. that would result in the same clean burn as the Winclean?

My experience has been that my reloads are frequently dirtier than factory ammo. They also tend to be more accurate than factory. In .38 they run about 1/3 the cost.

Two out of three ain't bad. I'll take an extra minute or two cleaning after going to the range.

Never seen any Winclean ammo, but most Winchester I've shot has been much dirtier than other brands I've tried.
 
Winclean uses lead free primers, brass enclosed base bullets, and their own powder blend, hard to replicate.
For clean hand loads try single base powders like Universal, 4756 or one of the Vihtavouri powders and a JSP or JHP. A firm crimp helps too. They won't shoot real clean until you work up to near max.
 
Winchester doesn't sell their non-toxic primers as components, but Fiocchi does. Not sure about the powder.
 
first thing is first ... you're going to clean it anyhow, so this trait is not important until it's so bad it causes the gun to jam before your done shooting.
that said ... winclean is more about lead reduction for indoor ranges than anything else. It's really just a coincidence that it shoots clean as you describe.
Overall, it's plinking ammo at a premium price, and follows the same basic formula.
What you seek will be found in powders like AA #2, 231 / HP38, and bullseye.
small charges = less material to burn = cleaner result.
just don't expect any blistering +P performance out of this equation.
 
Try some plated or coated bullets and medium pressure loads with faster powders.
There are just too many good combinations for me to elaborate them all here.
An example: (OK 3 examples)
Gun cleaned up very easily after all that.
It has one of the last broached barrels and shoots soft bullets very well as you can see.
