Wisconsin Honoring Florida Update!!

If you are unaware of how Wisconsin Stated they would honor a Florida permit I won't go into the particulars but they have posted an update. Now Wisconsin is stating the following on how they will honor a FL License:

Florida license ISSUED OR RENEWED TO NON-FLORIDA RESIDENTS ON OR AFTER 08/01/2013.

You can see it at Reciprocity | Wisconsin Department of Justice Handgunlaw.us is not aware of WHY this change was made and why it is only FL Licenses issued to Non-Residents that will be honored.

It may have something to do with the new 'True ID' laws. You know, the 'Gold Star' on DL's and ID's?

Just guessing here.....
 
WI never honored any Florida License. I figure it has more to do with how FL runs Background Checks. If you look at the WI DOJ page on the states they honor Reciprocity | Wisconsin Department of Justice you will see the following

Virginia NON-RESIDENT license only. Virginia resident license does not qualify for recognition in Wisconsin.

South Dakota ENHANCED and GOLD LICENSES ONLY

Louisiana license ISSUED OR RENEWED ON OR AFTER 03/09/2015

West Virginia license ISSUED OR RENEWED AFTER 06/08/12. This DOES NOT include any provisional licenses.

Oklahoma license ISSUED OR RENEWED ON OR AFTER 10/01/2018.

Missouri license ISSUED OR RENEWED ON OR AFTER 08/28/2013. This DOES NOT include any provisional license issued by the state.

Florida license ISSUED OR RENEWED TO NON-FLORIDA RESIDENTS ON OR AFTER 08/01/2013.

Ohio license ISSUED OR RENEWED ON OR AFTER 03/23/2015.

Wisconsin requires certain background checks. Virginia uses their own system for residents but uses NICS for non-resident applications. This is why WI only honors the VA Non-Resident. The other states changed how they run background checks. Ohio started back in 2015 using NICS and not their own system.
 
My FL CWL was issued to me on 10/1/13 when I was a resident of IL. I moved to FL in 2016 and just had to notify FL that I was now a resident. I have the same license, no changes.

So apparently if I still lived in IL then WI would honor my CWL but since I now live in FL they won't.

No difference in training, qualifications etc. so it makes absolutely no sense to me whatsoever.
 
Here is a explanation from the Wisconsin Attorney General's Office

"The reason is that Wisconsin can only honor licenses that have had a NICS background check performed. Because Florida does not identify on their cards in any way which of their licensees have had a NICS check performed, only the non-resident licenses can be honored as those are the only licensees for which 100% of the licenses have had a NICS check performed. Only some of the licenses issued to Florida residents have had a NICS check and none of the renewal licenses issued to Florida residents have had a NICS check.

We have never honored Florida resident licenses. WE had been optimistic this last survey of other states that we would be able to honor Florida licenses, but that turned out not to be the case.
