Cheap scope
I have a custom Ruger 10-22. I use a Simmons 6 X 20 power, 50 MM from Midway for $130 plus shipping. If the sun is behind me, I can see the bullet and the prairie dog out to 150 yards. It's a miss or a dead dog.

I'm using a NcStar 3-9 x 42 tactical scope and it works very well for me. I also like to use the 6" diameter stick-on targets that outline the bullet holes to make them easier to see from a distance.
I think I paid $79 for the scope (picatinny mounts included).
There are a lot of good choices out there for less than $100, so do a little research and you'll find what you're looking for....

the shoot n see targets that turn rainbow or yellow are the best for distance shooting (some turn white)... just changing from cheap paper targets easily extended my max shooting distance with irons about 25 yards. good luck with the scope.

The trick, even with old low-power binoculars, is to focus about 10-15 yards beyond the target. The target is blurry, but the holes stand out (because you're looking through them, not at them).
Spotting .22 holes at 100 yards for under $100 is a fairly tall order. Centerpoint has a 4X12 riflescope designed for .22 rifles that can handle the job if the lighting is right or high contrast targets are used. Cost at Walmart is about $65.

Like Phil said above... the Whitetail Classic... it's a Scope and Spotting Scope, all rolled into one, for $109. Can't beat it! I picked up one during the Christmas Sales. The highest setting is 300 yds. Make sure you get the Truplex, and not the MilDot. MilDot will obscure your target at distance. Here's mine:

Try doing a search for Celestron (sp) spotting scopes. Anaxing for the money-mine is 65X, and very nice. Flapjack.

I would look at what others have at your range. 15-45 zoom is not going to be very easy to see .22 @100 yrds . I have this Vanguard High Plains 460 Spotting Scope 15-60x 60mm Angled Body with Tripod and Hard Case Gray/Black - MidwayUSA and bought it sight unseen. Wish I would have tried what others were using to see what magnification I liked best before buying though

I have used the Whitetail Classic at 200yds. I can easily see .22 holes in paper at that distance. Actually, what we were using was white paper plates.
I use the $20 compact telescope I bought for the kids one year when they was younger ( used 2 times by them ) it works great with shoot-n-see targets up to 300 yards and I could even see the rings of a 8 in target at 500 yards but not the holes.
