Here is the skinny on hollow points in New Jersey from the New Jersey State Police: New Jersey State Police - Transportation and Use of Hollow Point Ammunition by Sportsmen

N.J.S.A 2C:39-3f(1) limits the possession of hollow nose ammunition. However, there is a general exception that allows for the purchase of this ammunition but restricts the possession of it to specified locations. This exception provides that:

(2) Nothing is sub section f (1) shall be construed to prevent a person from keeping such ammunition at his dwelling, premises or other land owned or possessed by him, or from carrying such ammunition from the place of purchase to said dwelling or land . . . [N.J.S.A 26:39-3g (2)].

Thus a person may purchase this ammunition and keep it within the confines of his property. Sub section f (1) further exempts from the prohibited possession of hollow nose ammunition "persons engaged in activities pursuant to N.J.S.A 2C:39-6f. . . ."
N.J.S.A 26:39-3f. (1).

Activities contained in N.J.S.A 26:39-6f. can be broken down as follows:

1.A member of a rifle or pistol club organized under rules of the National Board for the Promotion of Rifle Practice and which filed its charter with the State Police;
2.A person engaged in hunting or target practice with a firearm legal for hunting in this State;
3.A person going directly to a target range, and;
4.A person going directly to an authorized place for "practice, match, target, trap or skeet shooting exhibitions."

This is why when I go to Jersey make sure I have NOTHING remotely resembling firearm accessories. Their laws are extremely retarted
 
I am told that getting stopped with hollow-points is a ticket to big trouble in NJ even if you are on your way to a permitted activity.

Best not to invite trouble.
 
I am sure the criminal element in Jersey is worried about this one.

I will bet that more than half of the households in NJ has a firearm inside the home.

Gun owners live in NJ.
Gun owners vote in NJ.
Therefore gun owners in NJ must not be bothered by the laws there or else they could exerise their options.
1. Move
2. Get the laws changed.
3. Vote those supporting the laws out of office.

Works for me -
*Out there* I want penetration, I only use hollow points inside my house anyway. Cleaning up all the blood is bad enough without having to patch and paint holes in the walls too.

Where do they get these idiots?
AND *they* keep voting them in....
 
If you want laws changed, take the time to support those who believe as you do and help vacate the seat of lawmakers who do not.

I got no sympathy for the people there. They don't like the stupid laws? They can move or vote them out. This ain't rocket science folks.

I'd be more concerned with this provision. Sounds like the AG will get discretion over any and all ammo in the State. Looks like an ammo ban is a decree away. Read 3 (b)


Dum-dum or body armor penetrating bullets. (1) Any person, other than a law enforcement officer or persons engaged in activities pursuant to subsection f. of N.J.S.2C:39-6, who knowingly has in his possession any hollow nose or dum-dum bullet, or (2) any person, other than a collector of firearms or ammunition as curios or relics as defined in Title 18, United States Code, section 921 (a) (13) and has in his possession a valid Collector of Curios and Relics License issued by the Bureau of Alcohol, Tobacco and Firearms, who knowingly has in his possession any body armor breaching or penetrating ammunition, which means: (a) ammunition primarily designed for use in a handgun, and (b) which is comprised of a bullet whose core or jacket, if the jacket is thicker than .025 of an inch, is made of tungsten carbide, or hard bronze, or other material which is harder than a rating of 72 or greater on the Rockwell B. Hardness Scale, and (c) is therefore capable of breaching or penetrating body armor, or (3) any person, other than a law enforcement officer, who knowingly has in his possession handgun ammunition which (a) has a full metal jacket and an ogive with a steel penetrator tip followed by an aluminum core and is therefore capable of breaching or penetrating body armor, or (b) after testing, the Attorney General determines poses a threat to the safety and well being of law enforcement officers because of the materials, be they metallic or nonmetallic, used in its composition or because its ogive, core or jacket are of a design, construction or formulation which makes it capable of breaching or penetrating body armor, is guilty of a crime of the fourth degree

I have experienced the loss of two friends that were both good officers and both died while wearing their armor. One had a 9mm round hit the seam on the side of his vest. That is not a protected area. The bullet, unfortunately, entered at a point where it was able to penetrate, pass through his chest, hit the vest from the inside on his other side and then bounce back into his heart. He was dead before he hit the floor.

The other died from chest trauma due to the impact of the bullet on the vest which caused an artery to rupture.

I feel any round will penetrate body armor if it hits in the right place. Are they going to stop the transportation of all bullets?

Yes, there are over one million gun owners in NJ, the problem is that there are more non gun owners and liberals who fail to see that their freedom's are being stripped away and keep electing the same anti gun politician's.

I would like to have more exact specific info on the incident where blunt force trama killed your friend, for as far as I know no one has ever been killed by blunt force trama, where a bullet struck a vest, but did not penetrate. Police have been killed when struck by a rifle bullet on soft body armor, where the rifle bullet penetrated the vest,as was to be expected, but I know of no case where blunt force trama has killed anyone...

And I know several Police, that have been shot in the vest, and lived. I was standing next to a couple of them, luckly the other rounds fired missed me... So I did not get to test MY vest...
